Kathy Osbourn, West Siloam Springs town manager, and Mary Winkler, Mayor Carr’s 83-year-old mother, hosted a reception on September 24 for Elaine’s recent induction into the Oklahoma Hall of Fame for City and Town Officials held at the OML Annual Conference in Tulsa. 

Mayor Carr is the longest serving mayor for West Siloam Springs and was honored by the Mayors Council of Oklahoma as 2009 Mayor of the Year for municipalities under 5,000 population. She volunteers in various capacities such as food drives, economic development, toy drives, Veteran Honor Flights, local parades, and projects to bring jobs to her community. She served on the Mayors Council of Oklahoma from 2010-2017 and has received countless certificates of recognition for her participation, commitment, and achievement from the United States Postal Service, the American Legion, the Salvation Army, the Oklahoma Conference of Mayors, Muscular Dystrophy Association, and the Oklahoma Municipal League.

The event center was filled with friends, employees, and family congratulating Mayor Carr on her prestigious award. Congressman Mark Wayne Mullin was in attendance along with State Representative Will Fourkiller.  Rep. Fourkiller presented Mayor Carr with an Oklahoma House of Representatives Proclamation honoring her achievement. 

Rep Fourkiller was the master of ceremonies for the event sharing stories of his experiences with Mayor Carr. Needless to say, the audience volunteered some colorful tales about the Mayor. To top off the reception, Mayor Carr contributed singing skills with a beautiful song.

Jamie Smith, OML staffer, attended the celebration and took with her the League’s best wishes and gratitude for Mayor Carr’s commitment to Oklahoma cities and towns.
